To measure website traffic means how your site is performing as far as the volume of traffic is concerned. And it is indeed an index of popularity. The higher number of traffic to a site indicates its popularity, not necessarily does it an indicative of quality of a website. But most of the time people pay visit to sites that provide quality contents.

For tracking my websites I mostly depend of two tracking tools: Google analytics and statcoutner.
